Europe must urgently prepare for a future shaped by extreme climate change, according to scientific advisers to the European Union. This week, experts warned that the continent needs concrete plans to cope with a world that is 4 degrees Celsius hotter; a scenario that would dramatically transform life across Europe.

Such a temperature rise would far exceed the goals set under the Paris Climate Accord, which aimed to limit global warming to well below 2 degrees Celsius. However, current global trends suggest the world is heading toward far more dangerous levels of heating. Preparing for this reality, advisers argue, is no longer optional but essential.

“Europe’s climate is rapidly changing. It is not a distant or an abstract risk,” said Ottmar Edenhofer, chair of the European Scientific Advisory Board on Climate Change. His warning underscores a stark truth: climate disruption is already happening.

Across the continent, extreme weather events are intensifying. Floods and prolonged droughts are damaging infrastructure, agriculture and ecosystems. In recent years, tens of thousands of Europeans have died during severe heat waves, while hundreds more have lost their lives as rivers overflowed and inundated communities. Beyond the human toll, the economic burden is mounting. Climate-related disasters now cost Europe an average of €45 billion annually in repairs and recovery.

The advisers emphasize that adaptation planning must accelerate alongside emissions reductions. This includes strengthening flood defenses, redesigning cities to cope with extreme heat, protecting water supplies and safeguarding vulnerable populations. Without decisive action, a 4-degree Europe could face widespread social and economic instability.

The message is clear: Europe must prepare not just to prevent climate catastrophe, but to survive it.
